Participação da sociedade civil no Conselho Municipal de Assistência Social de Jales

Abstract

This research was conducted by the Municipal Council of Social Assistance Jales aiming to analyze the participation of civil society as a board member. The study was conducted through documentary and bibliographic research for the understanding of participatory democracy, as well as by conducting observation and unstructured interviews with members of the City Council of Social Welfare and employees Referral Center of Social Assistance - CRAS , characterized as a qualitative research. Interviews were conducted with seven people,not active members in Jales CMAS, CMAS active members in Jales and members of nonactive NGOs in CMAS Jales. The study results showed that respondents feel the same difficulty for participation: not understanding the work of the CMAS Jales. Arrive at the conclusion that civil society and NGOs involved in the CMAS Jales stops practicing participatory democracy by lack of public policies, and the roles of participatory institutions,ie, lack of knowledge on the part of citizens, and that there is need for investment by the government, for the democratic participatory education.
