Considerando as grandes variações que a Secretaria de Políticas para Mulheres passou desde 2016, essa pesquisa dá continuidade aos estudos sobre ativismo institucional e se aproveita da possibilidade de estudar este fenômeno em um cenário de transformação política. Partindo do princípio que os estudos sobre interações entre Estado e sociedade civil podem se beneficiar de um estudo de cunho interpretativo sobre ativismo institucional, principalmente neste novo contexto, perguntamos qual é a interpretação do conceito de ativismo institucional a funcionárias da SPM. A partir da análise de 12 entrevistas, procuramos entender não apenas quais os tipos de interpretação, mas também o que essas interpetações nos dizem sobre o conceito. Ao mesmo tempo, repensamos como nós, estudiosas e estudiosos das relações entre Estado e sociedade civil, temos utilizado o conceito em nossos estudos. Ao longo da análise, foi possível perceber que o conceito de ativismo institucional variou amplamente entre as entrevistadas, principalmente entre aquelas que tinham trajetória em movimentos sociais feministas e partidos e aquelas que não tinham. Também foi importante notar como se reconhece que ativismo institucional não fora algo que acabou ao fim do governo petista, mas que continua a se manifestar atualmente nas instituições, mesmo que embasado em valores e ideais diferentes, senão opostos. Ademais, concluímos que a centralidade do comprometimento com agendas de movimentos sociais no conceito de ativismo institucional é central para pensar a representação em arenas como o executivo, uma vez que objetivos coletivos provenientes da sociedade civil ganham espaço para serem vocalizados em diferentes espaços decisórios.
Abstract
Considering the variations that the Ministry of Women’s Policy has been through since 2016, this research continues a study about institutional activism and takes advantage of the possibility of taking a closer look at this phenomenon in a scenario of political transformation. Assuming that studies about State and civil society interactions can benefit from an interpretative look about institucional activism, specially in this new context, we asked federal workers from the ministry what is their interpretation about the institucional activism concept. Starting from analysis from 12 interviews, we seek to understand not only what kind of interpretations there are, but also what these interpretations say about the concept. In the mean time, we could also rethink how we, as State-civil society relationship scholars, have been using the concept in our studies. The notion of institucional activism varied widely amongst the interviews, mainly between those that had a history in the feminist social movement and party affiliation and those that didn’t. It was also important to notice that it was recognized that institucional activism was not a practice that ended by the end of the Worker’s Party mandate, but something that still manifests inside institutions – even if grounded in different (if not opposite) ideais and values. Furthermore, we conclude that commitment to the social movements agenda is fundamental to think representation in executive arenas, once collective goals from civil society earn space to be vocalized in different spaces of political decision.
