Resumo
As plataformas utilizam algoritmos, principalmente de machine learning, para estruturar processos de modulação, desenvolvidos para delimitar, influenciar e reconfigurar o comportamento dos interagentes na direção que os mantenha disponíveis e ativos na plataforma
ou que os faça clicar e adquirir os serviços, produtos e ideias negociados pelos donos do empreendimento. Essa pesquisa visa analisar a questão da subjetividade dos eleitores em relação à tecnologia, verificando como a manipulação algorítmica e outros mecanismos de controle via internet podem moldar a convicção política do eleitorado, tais como a extração de dados, a catalogação de usuários e as consequentes análises preditivas podem interferir no processo eleitoral e na formação do voto. A partir dessa conjuntura, que atrela aspectos sobre cidadania, processo eleitoral e os impactos da tecnologia em perspectiva historiográfica-jurídica, aborda-se a questão das novas subjetividades dos eleitores em relação à tecnologia, ao se analisar como a tecnologia pode influenciar a formação da convicção política do eleitorado e moldar um novo tipo de cidadão: o “tecnoeleitor”.
Abstract
The platforms use algorithms, mainly machine learning, to structure modulation processes, developed to delimit, influence and reconfigure the behavior of the interactors in the direction that keeps them available and active on the platform or that makes them click and purchase the services, products and ideas negotiated by the owners of the venture. This research aims to analyze the subjectivity of voters in relation to technology, verifying how algorithmic manipulation and other control mechanisms via the internet can shape the political conviction of the electorate, such as data extraction, user cataloging and consequent analyzes predictive measures can interfere in the electoral process and vote formation. Based on this context, which links aspects of citizenship, the electoral process and the impacts of technology from a historiographical-legal perspective, the issue of the new subjectivity of voters in relation to technology is addressed, by analyzing how technology can influence the formation of the political conviction of the electorate and shape a new type of citizen: the “techno-voter”.
