Política de informação para a internet: 5G e o papel da tecnologia na regulação

Abstract

This paper aims at discussing how fifth generation mobile networks can interfere with the principle of network neutrality through the creation of a set of technical rules for the flow of information on the internet. To support our approach, the study adopts the concepts of information policy and information regime. The analyses covers the role of technology in internet governance; the original network architecture and its influence on the flow of content through the network; as well as the specifications offifth generation mobile networks and their relationship with the principle of network neutrality. The result of the bibliographic and documentary research points out that fifth generation mobile network technology has the potential to change the neutral conception of the network established in the original technical architecture of the internet, despite the adoption of the principle of neutrality in the national information policies.
