| dc.description.abstract | The present work analyzes how the changes introduced by Decree no 1.631/2015 relative to Decree no 1.101/2002 influenced the distribution of hospital beds, both general and ICU. Results show that the observed offer is sufficient to meet the Health Ministry’s recommendations in both ministerial decrees. However, its distribution across the national territory is not ideal to attend the entire population in an equitable manner. Besides, the use of the hospitalization factor by non-residents is found to be a mechanism that fosters concentration. | |

| local.description.resumo | Este trabalho analisa como as mudanças propostas na Portaria no 1.631/2015 em relação à Portaria no 1.101/2002 podem impactar a distribuição da oferta dos leitos hospitalares gerais e de unidades de terapia intensiva (UTI). Os resultados encontrados mostram que há oferta em número suficiente, sejam eles leitos gerais ou de UTI, para atender à demanda preconizada pelo Ministério da Saúde, em ambas as portarias. No entanto, a distribuição desta oferta pelo território nacional não é a ideal para atender toda a população de maneira equitativa. Ademais, a utilização do fator de internação por não residentes é um mecanismo que incentiva a concentração da oferta. | |
