Resumo
Historicamente, as ações públicas direcionadas às pessoas com deficiência foram
criadas sob os vieses da caridade, do assistencialismo e do protecionismo
(ANDRADE, 2018). Em meio às várias mobilizações sociais, a década de 1970
ganhou contornos institucionais para garantia legal dos direitos dessas pessoas. No
Brasil o tema da inclusão social das pessoas com deficiência se inseriu na agenda
política de forma mais perceptível, a partir da Constituição Federal de 1988 (CF/88).A
Constituição de 1988 também inaugura a institucionalização dos mecanismos de
controle social e participação com a criação de instâncias colegiadas (Conselhos,
Conferências) e atribuições legais da sociedade civil, juntamente com o Estado, de
formular e acompanhar a implementação das ações públicas. O objetivo do estudo foi
analisar a atuação do Conselho Municipal da Pessoa com Deficiência - CMDPD na
condução da política de Esporte e Lazer junto à Secretaria Municipal de Cultura,
Esporte e Juventude (SECEJ). Utilizou-se da metodologia qualitativa do tipo estudo
de caso. As técnicas de coleta de dados utilizadas foram a entrevista semiestruturada
e a análise documental. Foram entrevistados 13 dos 22 Conselheiros titulares do
CMDPD e analisadas as 33Atas das Reuniões Ordinárias do CMDPD referentes ao
período de 2017 a 2020, as Convocatórias das reuniões e as Resoluções
homologadas. Os resultados foram categorizados em três temas principais: i.
apresentação da estrutura organizacional do conselho, ii. descrição do perfil e
representação dos Conselheirose iii. deliberações do conselho e encaminhamentos.
Os achados apontam que apesar do CMDPD existir há 17 anos e possuir um aparato
organizacional que confere um grau de institucionalidade ao conselho, constatou-se
uma baixa representatividade da área do esporte e lazer neste espaço deliberativo. A
atuação do CMDPD na área de esporte e lazer em Contagem se reduza uma atuação
fragmentada e pouco assertiva frente a sua função de gerar proposta se formulação de
alternativas que influenciam no desenho da política e no formato da gestão 2017 a
2020. As deliberações para a área se restringiram às demandas focalizadas e
pontuais especialmente em relação à proposição de eventos e projetos temporários de
esporte e lazer.
Abstract
Historically, public actions aimed at people with disabilities were createdunder the
bias of charity, welfarism and protectionism (ANDRADE, 2018). In the midstof various
social mobilizations, the 1970s gained institutional contours for the legalguarantee of
the rights of these people. In Brazil, the issue of social inclusion of peoplewith disabilities
was inserted in the political agenda, in a more perceptible way, fromthe Federal
Constitution of 1988 (CF/88). The 1988 Constitution also inaugurates the
institutionalization of mechanisms of social control and participation, with the creation
of collegiate bodies (Councils, Conferences) and legal attributions of civil society,
together with the state, to formulate and monitor the implementation of public actions.
The objective of the study was to analyze the performance of the Municipal Council
of Persons with Disabilities - CMDPD in the conduction of the Sport and Leisure policy
with the Municipal Department of Culture, Sport and Youth (SECEJ). A qualitative case
study methodology was used. The data collection techniques used were the semistructured interview and document analysis. 13 of the22 CMDPD Board Members were
interviewed and the 33 Minutes of the CMDPD Ordinary Meetings for the period from
2017 to 2020 were analyzed, as well as the Notice of Meetings and the ratified
Resolutions. Results were categorized into three main themes: i. presentation of the
organizational structure of the Council, ii. description of the profile and representation
of the Directors and iii. Council deliberations and referrals. The findings indicate that
despite the CMDPD having existed for 17 years andhaving an organizational apparatus
that confers a degree of institutionality to the council, there was a low representation
of the area of sport and leisure in thisdeliberative space. The performance of the
CMDPD in the area of sport and leisure inContagem is reduced to a fragmented and
not very assertive action in view of its function of generating proposals and formulating
alternatives that influence the design of the policy and the format of the management
2017 to 2020. The deliberations for the area were restricted to focused and punctual
demands, especially in relation to theproposition of temporary sports and leisure events
and projects.
