Resumo
A Estratégia de Saúde da Família (ESF) foi implantada nos municípios brasileiros em 1994 com a responsabilidade de contribuir na reorganização da Atenção Básica. Em 2000 a equipe de saúde bucal foi incorporada à atenção básica junto às equipes de saúde de família. O processo de inserção das equipes e o trabalho das mesmas ainda estão, de forma incipiente, incorporando os princípios e diretrizes da ESF. Dessa forma, a mudança de modelo proposta fica comprometida. Este trabalho teve como objetivo analisar a inserção da saúde bucal na estratégia saúde da família e para tanto foi realizada uma pesquisa bibliográfica livre, porém, direcionada na literatura nacional, para identificar as publicações que abordavam a inserção da saúde bucal na ESF. Como resultados foram identificados dificuldades das equipes de saúde bucal para enfrentar e resolver os problemas da saúde bucal da população, por vários fatores envolvendo a gestão, o modelo vigente, os profissionais e também os usuários. Entre esses, foram mencionadas na literatura as questões relacionadas à formação do cirurgião dentista muito voltada para os aspectos curativos e a dificuldade dos gestores municipais entenderem o processo de trabalho das equipes no que diz respeito às ações de promoção e prevenção. Os trabalhos analisados apresentam um cenário promissor na questão da mudança do modelo de atenção à Saúde Bucal. Conclui-se que a ESF vem contribuindo para a ampliação da inserção da Saúde Bucal na Atenção Básica, contudo, o estabelecimento da mudança de modelo proposto pela ESF requer a efetiva mudança no processo de trabalho das equipes e na formação dos profissionais de saúde, dentro de uma visão de promoção e prevenção de saúde.
Abstract
The Family Health Strategy (FHS) was implemented in the Brazilian districts on 1994 with the responsibility to contribute to the Primary Care reorganization. In 2000, the oral health team was incorporated to the primary care within the family health teams. The insertion process of the teams and their work still remains, while incipient form, incorporating the principles and guidelines of the FHS. In this way, the change of the proposal model becomes compromised. The aim of this paper was to analyze the insertion of oral health in the family health strategy and, for that reason a free bibliographical research was performed, which was directed to the national literature in order to identify the publishing works that addressed the insertion of oral health in the FHS. As result, it was identified some difficulties of the oral health teams to face and solve the populations oral health problems for a variety of factors which involve the management, the actual model, the professionals and also the customers. Among them, it was mentioned in the literature the questions related to the dentist surgeon training focused on the cure aspects and the difficulties of the district managers to understand the working process of the teams concerned promotion and prevention actions. The analyzed papers present a promising scenario for the changing matters in the oral health care model. The conclusion is that the FHS has contributed to the expansion of the insertion to oral health within the primary care. However, the establishing change of the model proposed by FHS requires an effective change within the working process of the teams and in the health professional training, in the view of promotion and health prevention.
