A política nacional de arquivos fora da pauta: uma análise das reuniões plenárias do conselho nacional de arquivos (conarq)

Abstract

Information policies refer to different actions and procedures that dea lwith information in various contexts, such as in the scope of archival institutions. In Brazil, one of the focus of the information policies is the archival public policies, created by the Law Nº 8159, from January 8th, 1991. Through this law, the National Council of Archives (CONARQ) was created, that aims at defining the national public and private archives policy. However, after three decades, an ational archival public policy has not been defined yet. In this context, this research aims at analyzing the topics of interest on CONARQ's agenda and how the topic 'national archives policy’ was included in the agency's discussions, between 2017 and 2021. The research has a qualitative nature with a descriptive character, and it was developed through bibliographic research and document analysis of the minutes from CONARQ's plenary meetings. As result, we found that CONARQ's agenda focuses on discussing matters of its technical boards, sectoral boards and special commissions, the agency's operating mechanisms, the Brazilian archival legislation and related legislation, and archival technical standards. Therefore, the topic‘ national archives policy ’remains on the sidelines of CONARQ’s discussions.
