| Abstract: | Esta tese é um conjunto de três artigos sobre barganha legislativa e alocação de portfolio ministerial nas democracias parlamentaristas em uma perspectiva quase-experimental. No primeiro artigo analiso a relação entre o tamanho do partido e a centralidade institucional da investiture rules no processo de seleção do partido formateur. No segundo, discuto a existência de bônus ministerial na alocação de portfolio ao partido formateur, comparando a lei de Gamson com os modelos de barganha legislativa de Baron e Ferejohn (1989)e Morelli (1999). Por fim, no último artigo, analiso a existência do relative weakness effect nas alocações de portfolio ministerial e a estabilidade de longo prazo das coalizões, compatibilizando as proposições de Gamson com a regra maximin de justiça distributiva de Rawls (1971), vinculando delegação de poder, compartilhamento de recursos e fairness com o making and breaking de governos. |
| Abstract: | This thesis consists of three articles on legislative bargaining and portfolio allocation in parliamentary democracies in a quasi-experimental perspective. In the first article,I analyze the relationship between the party size and the institutional centrality of investiture rules in the selection process of the formateur party. In the second, I discuss the existence of ministerial bonus in the portfolio allocation to the formateur party, comparing Gamson’s law with Baron and Ferejohn’s (1989) and Morelli (1999) legislative bargaining models. Finally, in the last article, I analyze the existence of the relative weakness effect in portfolio allocations and the long-term stability of coalitions, making Gamson’s propositions compatible with Rawls’s (1971) maximin rule of distributive justice, connecting delegation of power, resource sharing and fairness with the making and breaking of governments |
