Abstract: | The metropolitan scale has recently been retaken in the academic and operational spheres in the area of urban planning. This scale of public policies presents numerous challenges for the practice of the sector, reflecting the context : institutional fragmentation, multiplicity of actors and instances of governance difficulties, among others. In this perspective, urban planning instruments can be read as moments / attempts to overcome these difficulties, configuring themselves as locus where the various metropolitan actors intersects. However, how to interpret this plurality of actors and actions that show themselves in this 'arena'? In this sense, support was sought in the theory of the sociology of organized actions (from the propositions of the French Michel Crozier and Edhard Friedberg, a branch of the sociology of organizations), allowing to orient the look towards the actions built there, seeking to glimpse its potentials and possible scope. |
