| Abstract: | The article deals with the issue of maintaining the privilege of, above all, modern forms of communication in the hands of people who hold financial capital and the role of the state and even of professionals, including academics, to contribute to this, by framing general problems such as global while in fact they are local or even hyperlocal. |
