dc.description.abstract | Through this investigation, we sought to identify ways to understand the effects of water scarcity, in the context of the Peruaçu river valley, a left bank tributary of the uppermiddle São Francisco. While some aspects of the territorial formation of the northern region of Minas Gerais were being unveiled, the motivations for the drought of the Peruaçu river were also outlined. As a methodological background, we operate a division of the Peruaçu basin into three different compartments – headwaters, midcourse and lowcourse to reflect on the geophysical, historicalsocial and technicalpolitical processes responsible for the partial drought of the river, as well as the effects of water scarcity in the context of maintaining life in the territory. The fieldwork, focused on different parts of the basin, served to stitch the analyzes together through interviews and participant observation, which are tributary methodologies of the ethnographic method. Although these three compartments present substantial differences between them (both from a geomorphological and sociospatial point of view), the transformations that take place in the different stretches of the river proved to be intimately interconnected. They are consequences of a contingency of factors, which are central to two main motivations: a) the reverberations, on a regional and local scale, of production processes linked to the agroindustrial exploitation of eucalyptus, which began in the 1970s and 1980s, whose main heritage they are land conflicts arising from land grabbing and the consequent social and environmental vulnerability; b) and, more recently, the forms of legaladministrative control of the territory by the State under conservation units, aimed at guaranteeing the protection of its cultural and environmental heritage. The confluence of these two models of land appropriation reveals an agency character of technicalpolitical and vital transformations in space. Although drought presents itself as the main problem for the maintenance of local life, networks of actors operate on the margins of these transformations and are making concrete responses to the need for water maintenance. | pt_BR |
dc.description.resumo | Por meio desta investigação buscou-se identificar caminhos para compreender os efeitos da escassez hídrica no contexto do vale do rio Peruaçu, afluente da margem esquerda do alto-médio São Francisco. Ao passo que foram sendo descortinadas alguns aspectos da formação territorial da região norte de Minas Gerais, as motivações para a seca do rio Peruaçu também se delinearam. Enquanto pano de fundo metodológico, operamos uma divisão da bacia do Peruaçu em três diferentes compartimentos – cabeceiras, médio curso e baixo curso para refletirmos sobre processos geofísicos, histórico-sociais e técnico-políticos responsáveis pela seca parcial do rio, bem como pelos efeitos da escassez hídrica no âmbito da manutenção da vida no território. Os trabalhos de campo, focalizados em diferentes trechos da bacia, serviram para costurar as análises por meio de entrevistas e da observação participante, metodologias tributárias do método etnográfico. Ainda que estes três compartimentos apresentem diferenças substanciais entre si (tanto do ponto de vista geomorfológico quanto socioespacial), as transformações que se dão nos diferentes trechos do rio mostraram-se intimamente interligadas. Elas são consequências de uma contingência de fatores, que encontram centralidade em duas principais motivações: a) as reverberações, em escala regional e local, de processos produtivos ligados à exploração agroindustrial do eucalipto, iniciada ainda nas décadas de 1970-80, cuja principal herança são os conflitos fundiários depreendidos da grilagem de terras e a consequente vulnerabilização social e ambiental; b) e, mais recentemente, as formas de controle jurídico-administrativo do território por parte do Estado sob as unidades de conservação, voltadas a garantir a proteção de seu patrimônio cultural e ambiental. A confluência destes dois modelos de apropriação do território revelam um caráter agenciador de transformações técnico-políticas e vitais no espaço. Ainda que a seca se apresente como o principal problema para a manutenção da vida local, redes de atores operam às margens destas transformações e vem tornando concretas as respostas à necessidade de manutenção das águas. | pt_BR |
