Abstract: | Neste artigo, argumento, junto com Fassin e Butler, que existe uma modalidade particular de governo dos corpos coletivos: o enquadramento biopolítico de sujeitos e grupos empobrecidos no contexto da implementação de políticas sociais. De modo mais específico, recorro a imagens institucionais de beneficiários do Programa Bolsa Família (encontradas no site do Ministério do Desenvolvimento Social) para mostrar como o governo biopolítico e neoliberal dos corpos coletivos envolve a produção de narrativas, argumentos e enunciados que passam a traçar distinções entre modos de vida considerados dignos e aqueles amplamente percebidos como menosprezáveis. O enquadramento biopolítico é uma técnica de governo ou de governamentalidade que formata as cenas de aparência, preparando-as para definir sujeitos e grupos exemplares, considerados como parâmetro, cujo projeto e modo de vida é tido como antítese do desvio e de existências moralmente julgadas como indignas de consideração e apreciação. |
Abstract: | In this article I argue, with Fassin and Butler, that exists a particular modality of government of collective bodies: the biopolitical framing of citizens and groups impoverished in the context of the implementation of social politics. In a more specific way, I appeal to the institutional images of beneficiaries of the Bolsa Família Program (found in the web site of the Social Ministry of Public Works and the Economy) to show how the biopolitical and neoliberal government of collective bodies involves the production of narratives, arguments and talks that trace distinctions between ways of life considered as worthy and those widely perceived as despicable. The biopolitical framing is a technique of government or governmentality that formats the scenes of appearance, preparing them to define exemplary citizens and groups, considered as parameter, whose project and way of life are seen as an antithesis of deviation and whose existences are morally judged as out of consideration and appreciation. |
