| Abstract: | O Império Romano legou ao Ocidente o Direito e o Estado. A Paz de Vestfália de 1648 outorgou ao Estado a soberania, seu principal atributo. O Estado é morada da legalidade e da segurança jurídica. Com o caminhar do Espírito ao longo da História Universal, a direção dos interesses nacionais passa a exigir a Razão de Estado. Richelieu, Metternich, Bismarck foram os principais expoente da Razão do Estado na época da Ilustração e da Restauração. Henry Kissinger é a expressão da Razão de Estado após a II Guerra Mundial, até os dias atuais. O Estados Unidos torna-se a “Cidade na Colina”. A metodologia empregada foi a de pesquisa bibliográfica, principalmente em obras internacionais. A Razão de Estado, no século XXI, precisa ser novamente compreendida por todo o Ocidente, do qual faz parte o Brasil. Somente obterá a liderança internacional, para fins de progresso da humanidade, o Estado que se colocar guiado pela Razão de Estado. |
| Abstract: | The Roman Empire bequeathed to the West the Law and the State. The Peace of Westphalia of 1648 granted the state sovereignty, its main attribute. The State is the home of legality and legal certainty. With the walk of the Spirit throughout Universal History, the direction of national interests starts to demand the Reason of State. Richelieu, Metternich, Bismarck were the main exponents of Reason of the State at the time of the Enlightenment and Restoration. Henry Kissinger is the expression of the Reason of State after World War II, until the present day. The United States becomes the “City on the Hill”. The methodology used was bibliographic research, mainly in international works. The Reason of State, in the 21st century, needs to be understood again by the entire West, of which Brazil is a part. Only the State that is guided by Reason of State will obtain international leadership for the purposes of humanity's progress. |
