Abstract: | Esta tese se propõe a entender as origens do sistema de governo presidencial no Brasil, investigando especialmente as ideologias republicanas que emergem no Segundo Reinado. A tese se inicia no Regresso conservador do Império, o que permite perceber como a elite política brasileira se preocupava em compatibilizar a ideologia liberal e o pragmatismo conservador. Essa será a concepção de governo atacada pelos republicanos. A crise política entre a Coroa e o Partido Liberal em 1868 inaugura um tempo de contestações e proposições de reforma ao Império, no qual surge o Partido Republicano. Recebe atenção especial a crítica republicana ao “poder pessoal do Rei”, pois ela permite um contraste com a própria prática republicana de 1889 em diante, e sua insistência no federalismo. Também são abordadas as discussões sobre a abolição, enfatizando os limites e contradições do sistema de governo imperial. A tese sublinha a aliança entre militares e o Partido Republicano para o golpe de 15 de novembro e procura demonstrar, ao final, que os principais grupos republicanos se unem em torno de um modelo político que combinava o mando coronelista, o esvaziamento do parlamento em nível federal e um Presidente com amplos poderes para governar. A divisão ideológica entre republicanos liberais e positivistas, no que concerne ao sistema de governo, se esvai: o republicanismo brasileiro, de caráter conservador, defendeu um modelo centralizado e autoritário de governo, personalizado no Presidente da República. |
Abstract: | This thesis proposes to understand the origins of the presidential system of government in Brazil, investigating the republican ideologies that emerged during the Second Reign. The thesis begins underlining how the Brazilian political elite was concerned with reconciling liberal ideology and conservative pragmatism. This will be the conception of government attacked by republicanism. The political crisis between the Crown and the Liberal Party in 1868 inaugurates a time of calls to the Empire, in which the Republican Party emerged. The republican criticism of the “personal power of the King” receives special attention, as it allows for a contrast with the republican practice itself from 1889 onwards, and its insistence on federalism. Discussions about the abolitionist movement are also addressed, emphasizing the limits and contradictions of the imperial government system. The thesis underlines the alliance between the military and the Republican Party for the November 15 coup and seeks to demonstrate that the main republican groups were united around a political model that combined oligarchical command and draining the powers of parliament. The ideological division between liberal republicans and positivists, regarding the government system, vanishes: Brazilian republicanism, ideologically conservative, defended a centralized and authoritarian model of government, personalized in the President of the Republic. |
