Abstract: | O tema da pesquisa é implementação de práticas restaurativas escolares. O estudo buscou respostas sobre quais fatores influenciam o exercício de discricionariedade dos agentes envolvidos na implementação de programas de justiça restaurativa escolar. Ancorada no raciocínio dedutivo, de caráter bibliográfico e propositivo, a investigação aproxima literaturas do campo de implementação de políticas públicas e justiça restaurativa escolar, com o objetivo de apresentar teorias e modelos analíticos de avaliação da implementação. A literatura aponta que fatores individuais, relacionais, organizacionais, institucionais e contextuais impactam a tomada de decisão dos agentes implementadores e levam a formas distintas de implementação. Os fatores individuais incluem ideias, concepções de mundo, esquemas de interpretação, trajetórias, formação acadêmica, idade, gênero, cor, etc. Os fatores relacionais dizem respeito às interações estabelecidas com os usuários das políticas, com colegas de trabalho, coordenadores, gestores e comunidade do entorno. Já os fatores organizacionais se referem às rotinas, fluxos, recursos, espaços, perfis de gestão. Aspectos institucionais integram as legislações, hierarquias, cargos, funções, regras estabelecidas, objetivos, tecnologias e os fatores contextuais dizem respeito ao tamanho da escola, níveis de ensino, território de localização e clima escolar. Os resultados apontam que para promover a mudança cultural e organizacional que as práticas restaurativas requerem, os agentes implementadores devem ter capacitação continuada, compromisso com a mudança, energia e adesão, capacidade de ouvir e dar voz a toda a comunidade escolar, compartilhamento de valores, uso de uma linguagem restaurativa, suporte e supervisão das atividades, alterações nos modos de pensar e agir, na gestão do comportamento, no currículo e pedagogia, comunicação da inovação, identificação de pessoas certas para implementação das práticas, alocação de tempo para os trabalhos e fundos de financiamento disponíveis. |
Abstract: | The research theme is the implementation of school restorative practices. The study sought answers about which factors influence the exercise of discretion of the agents involved in the implementation of school restorative justice programs. Anchored in deductive reasoning, of a bibliographic and propositional character, the investigation brings together literatures in the field of public policy implementation and school restorative justice with two interrelated objectives: to present theories and analytical models for the implementation of public policies, especially restorative justice programs; to propose a model for evaluating the implementation of school restorative practices. The literature points out that individual, relational, organizational, institutional and contextual factors impact the decision-making of implementing agents and lead to different forms of implementation. Individual factors include ideas, worldviews, interpretation schemes, trajectories, academic background, age, gender, color; the relational factors concern the interactions established with the users of the policies, with co-workers, coordinators, managers and the surrounding community; organizational factors refer to routines, flows, resources, spaces, management profiles; institutional aspects integrate legislation, hierarchies, positions, functions, established rules, objectives, technologies; and contextual factors relate to school size, education levels, location territory and school climate. The results indicate that to promote the cultural and organizational change that restorative practices require, implementing agents must have continued training, commitment to change, energy and adherence, ability to listen and give voice to the entire school community, sharing values, use of restorative language, support and supervision of activities, changes in ways of thinking and acting, behavior management, curriculum and pedagogy, communicating innovation, identifying the right people to implement practices, allocating time for work and funding available. |
