dc.description.abstract | Mining tailings dams have a recurring space in the memories and perceptions of families who live downstream of these structures in Minas Gerais. The current scenario of dam failure, such as those that occurred in Mariana (2015) and Brumadinho (2019), was added to the recurring error triggering of the warning systems of these tailings containment structures in other territories of the Iron Quadrangle. Invisible mud plays a defining role in the sudden changes in these territories of fear, where people do not know if they will have to leave their homes or live with the daily risk in the Self-Rescue Zone/ Secondary Security Zone (ZAS/ZSS) of these mining dams. This is the context in which the community of Vargem da Lua fits, located in the city of São Gonçalo do Rio Abaixo, in the region of the Piracicaba River Watershed. The rural community has been in a territorial environmental conflict since 2008, when the mining company VALE/SA entered towards its territory. In the current conjuncture of articulations that determine the National Policy for the Safety of Dams in Minas Gerais, we understand that the regulatory policies for the management of dams in the State permeate a broader neo-colonialist political scenario, as it offers guarantees, financing and a free pass for the extractive process. in the territories that are being affected by mining activity. | pt_BR |
dc.description.resumo | As barragens de rejeitos de mineração possuem um espaço recorrente nas memórias e percepções das famílias que vivem a jusante dessas estruturas em Minas Gerais. O cenário atual de rompimento de barragens, como os que ocorreram em Mariana (2015) e Brumadinho (2019), somou-se aos acionamentos recorrentes por erro dos sistemas de alerta dessas estruturas de contenção de rejeitos em outros territórios do Quadrilátero Ferrífero. A lama invisível possui um papel definidor nas mudanças bruscas nesses territórios do medo, onde as pessoas não sabem se terão que deixar suas casas ou conviver com o risco cotidiano na Zona de Autossalvamento/Zona de Segurança Secundária (ZAS/ZSS) dessas barragens das mineradoras. É esse o contexto em que se enquadra a comunidade de Vargem da Lua, localizada no município de São Gonçalo do Rio Abaixo, na região da Bacia Hidrográfica do Rio Piracicaba. A comunidade rural encontra-se em um conflito ambiental territorial desde 2008, época em que a mineradora VALE/SA adentrou em direção a seu território. Na atual conjuntura de articulações que determinam a Política Nacional de Segurança de Barragens em Minas Gerais, compreendemos que as políticas regulatórias de gestão das barragens no Estado perpassam por um cenário político neocolonialista mais abrangente, pois oferece garantias, financiamentos e passe livre para o processo extrativista nos territórios que estão sendo afetados pela atividade minerária. | pt_BR |
