Title: Technology transfer management in the context of a developing country: evidence from Brazilian universities

Abstract: The aim of this research is analyse the management of the technology transfer (TT) process in two Brazilian technology transfer offices (TTOs): the USP Innovation Agency (AUSPIN) and the Inova Unicamp Agency (Inova). Notably, the University of São Paulo (USP) and the State University of Campinas (Unicamp) are listed among the most prolific Latin American universities regarding technological development. With this purpose, we conducted a series of in-depth interviews with the directors and innovation agents of both institutions. We found several differences regarding the structure of their TTOs, innovation policy and technology commercialisation strategy. Although USP has produced 29% more patents than Unicamp and registered a licensing rate of 5%, Unicamp has licensed 16% of its patent filings. We explain these results based on their TT models and the extent to which they are aligned with TTO best management practices in order to share technological knowledge.
