Abstract: | O presente artigo tem o objetivo de analisar o posicionamento dos estados quanto à execução da despesa pública em Ciência, Tecnologia e Inovação (CT&I) entre 2000 e 2016. Para tal, foi proposto um coeficiente de estabilidade dos investimentos em CT&I, utilizando a estatística descritiva comoferramenta analítica. Foi possível classificar os estados em quatro grupos distintos. Os estados pertencentes ao grupo (A) têm níveis de gastos e coeficiente de estabilidade superior à média nacional, o grupo (B) é composto pelos estados com alto coeficiente de estabilidade e baixo volume de investimentos. O grupo (C) representa a pior situação, em que os estados, além de terem um volume de gastos em P&D muito abaixo da média nacional, ainda assim demostram instabilidade desses gastos durante o período analisado e o grupo (D) com níveis de investimento superior à média nacional, porém com coeficientes de estabilidade abaixo da média nacional. Tais resultados confirmam a hipótese de que a produção científica e tecnológica e os transbordamentos de conhecimento não se distribuem de forma equânime entre as regiões e estados, havendo uma aglomeração em que a produção é também geograficamente concentrada |
Abstract: | The present article has the objective of analyzing the position of the states in the execution of public expenditure on Science, Technology and Innovation (CT&I) between 2000 and 2016. For this purpose, a stability coefficient of investments in ST & I was proposed, using descriptive statistics as analytical tool. It was possible to classify the states into four distinct groups. The states belonging to group (A) have spending levels and stability coefficient higher than the national average, group (B) is composed of states with high stability coefficient and below investment volume. The group (C) represents the worst situation, where the states, in addition to having a R & D spending volume well below the national average, still show instability of these expenditures during the analyzed period and the group (D) with higher investment levels to the national average, but with stability coefficients below the national average. These results confirm the hypothesis that scientific and technological production and knowledge overflows are not equitably distributed between regions and states, with an agglomeration where production is also geographically concentrated |
