Abstract:	O artigo analisa o processo de descentralização dos projetos Esporte e Cidadania e Virando o Jogo, do Ministério do Esporte (ME), implantados entre os anos de 2017 e 2019 no estado do Rio de Janeiro (RJ), inseridos no Programa Emergencial de Ações Sociais para Cultura de Paz. Este estudo utilizou duas técnicas de coleta de dados, a pesquisa documental e entrevistas semiestruturadas. Apoiando-se na abordagem institucional de implementação, o estudo mostra que o uso da perspectiva jurídica da parceria, via Termo de Execução Descentralizado (TED) entre o ME e Universidades Federais permitiu a implementação descentralizada dos projetos, com celeridade, em um contexto de uma burocracia inconclusa do Ministério, indicando uma frágil articulação do poder público municipal junto a essas políticas.
Abstract:	The article analyzes the institutional engineering of the Sport and Citizenship and Virando o Jogo projects of ME, implemented between the years 2017 and 2019 in the state of Rio de Janeiro (RJ). This is a case study that used documentary research and semi-structured interviews as data collection techniques. Based on the institutional perspective of the field of public policy analysis, the study shows that the partnership via Decentralized Execution Term - TED between the Ministry of Sports and Federal Universities allowed the decentralized implementation of project actions, with speed, in a context fragility of the bureaucracy of the Ministry and the municipalities, demonstrating the fragile articulation of the municipal public power with these policies.
