| Abstract: | O Objetivo deste trabalho é analisar a natureza dos PLs, PECs e MPs apresentados e aprovados na ALEMA por Deputados e Governadores, no período de 2003 a 2018. O pano de fundo da análise é o Estado federativo brasileiro, com foco sobre a distribuição de competências. A pesquisa é de caráter quanti-qualitativo, cujos objetivos são de natureza descritiva e analítica. Para o tratamento dos dados, combinou-se dois softwares: Nvivo v.12 e Statística 7.0. O resultado é uma clara divisão do trabalho legislativo entre Deputados e Governadores de Estado, onde 80% da agenda dos parlamentares compõe-se de temas clientelistas e 100% dos projetos do Executivo possuem escopo normativo mais relevante (orçamentário, financeiro e/ou administrativo). Identificou-se, ainda, que o Estado do Maranhão não exerce, em educação, competência concorrente, mas apenas competência material/administrativa. |
| Abstract: | The objective of this work is to analyze the nature of PLs, PECs and MPs needed and found in ALEMA by Deputies and Governors, in the period from 2003 to 2018. The background of the analysis is the Brazilian federal state, with a focus on the distribution of competences . The research is quanti-qualitative, whose objectives are descriptive and analytical. For data processing, two softwares were combined: Nvivo v.12 and Statística 7.0. The result is a clear division of legislative work between Deputies and State Governors, where 80% of the parliamentary agenda consists of clientelist themes and 100% of the Executive's projects have a more relevant normative scope (budgetary, financial and / or administrative). It was also identified that the State of Maranhão does not exercise concurrent competence in education, but only material/administrative competence. |
