Title: O tratamento dos espaços livres em uma cidade média planejada: o caso de Ipatinga/MG

Abstract: Esta dissertação discorre sobre os espaços livres da cidade de Ipatinga/MG tendo como referência o projeto e a construção da antiga Vila Operária da Usiminas. O ponto de vista da investigação se faz desde a concepção do projeto e sua implantação até a paisagem produzida em cinco décadas com o seu crescimento urbano. Tal expansão, vinculada às oportunidades de renda, é resultante de ações implementadas tanto pela iniciativa privada quanto pelo estado de Minas Gerais e pela prefeitura de Ipatinga. Perfaz, para isso, a análise das políticas ambientais e urbanísticas que podem instrumentar a permanência dos espaços livres da cidade, incluindo aqueles idealizados pelos arquitetos Raphael Hardy Filho e Marcelo Bhering no Plano Urbanístico da Vila Operária da Usiminas, em 1958. Os espaços livres e a adaptação da forma urbana ao terreno natural foram objeto de atenção, no plano de 1958, atuando como cortina verde de contenção da poluição atmosférica, sonora e visual da usina. Verificou-se que a ocupação posterior à antiga Vila Operária também tentou se adaptar aos terrenos mais favoráveis à urbanização. Restaram, então, como espaços livres aquelas áreas de declividade acentuada localizadas ao norte do município, aquelas ao longo do ribeirão Ipanema, que formaram um complexo de parque linear e aquelas referentes ao cinturão verde da Usiminas. Verificou-se, ainda, que os espaços livres não tiveram reconhecimento como elementos vitais para a qualidade de vida urbana na última revisão do plano diretor municipal em 2006. Esse instrumento legal apresentou uma diretriz definindo esses espaços livres como zonas de expansão urbana, que foi embargada por intervenção do Ministério Público Especializado na defesa do Meio Ambiente. A promotoria de justiça os considerou elementos imprescindíveis para a permanência das atividades da indústria em meio à malha urbana, cumprindo assim a função social da terra. Pretende-se com esse trabalho contribuir na ampliação do referencial teórico interdisciplinar a respeito do tema e da cidade. Visa também reforçar a concepção de uma paisagem urbana sustentável e sem riscos a fenômenos de impacto previstos ou acidentais e, dessa forma, ampliar o acesso aos espaços livres como direito do cidadão à cidade e ao meio ambiente.
Abstract: This dissertation deals about the open spaces on the city of Ipatinga/MG with reference to the design and construction of the Usiminass Company Town. The view of research has been done since the project design and its establishment until the landscape produced in five decades with its urban growth. Such expansion, linked to income opportunities, is the result of actions taken by both the private and the state or municipal government. For this, analyses the environmental and urban policies that could serve the permanence of the open spaces of the city, including those idealized by the architects Hardy Raphael Filho and Marcelo Bhering in the Urban Plan of the Usiminass Company Town in 1958. The open spaces and adaptation to the natural land of urban form were object of attention in the plan of 1958, acting as "green curtain" to curb air, noise and visual pollution of factory. It was found that the occupation after the Company Town also tried to adapt to propitious land to urbanization. There remained, then, as open space those areas of high slopes located north of the city, those along the Ipanema river that formed a complex linear park and those that relate to green belt of Usiminas. It was found also that the open spaces were not recognized as vital to the quality of urban life in the last revision of municipal master plan in 2006. This legal instrument presented a guideline defining these spaces as areas of urban expansion, which was embargoed by the intervention of the prosecutor specializing in the environment. Prosecutors considered those essential for the continuity of the industry activities within the urban fabric, thus fulfilling the social function of land. It is intended with this work contribute to the expansion of interdisciplinary theoretical reference on the subject and the city. Also aims to strengthen the conceiving of a sustainable urban landscape and without risk to the phenomena of impact intended or accidental, and thus increase access to open spaces as a citizen's right to the city and to the environment.
