Resumo
O presente trabalho tem por objetivo analisar os fundamentos da relação Executivo/ Legislativo em Minas Gerais entre os anos de 1991 a 2022. Os dados apontam para um processo mais conflitoso na relação entre os poderes com quedas nas taxas de sucesso e dominância do Executivo, a partir de 2015. Nesse sentido, a hipótese principal do trabalho é que o aumento do conflito entre os poderes, gerou o robustecimento das ações unilaterais dos governadores. Ou seja, a arena administrativa, lócus desse unilateralismo se torna mais saliente e se constituiu uma alternativa de policy-making relevante. Paralelamente o Legislativo hipertrofia suas estruturas informacionais e de controle às ações do Executivo. Nesse sentido, a questão central da tese é, quais variáveis e dimensões analíticas nos ajudam no entendimento desse cenário. As análises contidas nas páginas que se seguem demonstram boa adequabilidade dos dados a teoria desenvolvida na tese. Assim, os modelos bayesianos de Poisson estimados atestam não apenas o efeito positivo do aumento do conflito legislativo, na edição de atos normativos infralegais pelo poder Executivo. Como também, o efeito positivo destes atos, no acionamento das estruturas informacionais do legislativo mineiro.
Abstract
The present work aims to analyze the foundations of the Executive/Legislative relationship in Minas Gerais between the years 1991 to 2022. The data point to a more conflictual process in the relationship between the powers with drops in success rates and dominance of the Executive, the from 2015. In this sense, the main hypothesis of the work is that the increase in conflict between the powers generated the strengthening of unilateral actions by governors. In other words, an administrative arena, the locus of this unilateralism, becomes more prominent and constitutes a relevant policy formulation alternative. At the same time, the Legislative branch hypertrophies its informational and control structures over the Executive's actions. In this sense, the central question of the thesis is which variables and analytical dimensions help us understand this scenario. The analyzes contained in the following pages demonstrate good adequacy of the data to the theory developed in the thesis. Thus, the estimated Bayesian Poisson models attest not only to the positive effect of the increase in legislative conflict on the issuance of infra-legal normative acts by the Executive branch. As well as the positive effect of these acts, in activating the informational structures of Minas Gerais legislation.
