Unilateralismo do executivo no nível subnacional de governo

Abstract

The present work aims to analyze the foundations of the Executive/Legislative relationship in Minas Gerais between the years 1991 to 2022. The data point to a more conflictual process in the relationship between the powers with drops in success rates and dominance of the Executive, the from 2015. In this sense, the main hypothesis of the work is that the increase in conflict between the powers generated the strengthening of unilateral actions by governors. In other words, an administrative arena, the locus of this unilateralism, becomes more prominent and constitutes a relevant policy formulation alternative. At the same time, the Legislative branch hypertrophies its informational and control structures over the Executive's actions. In this sense, the central question of the thesis is which variables and analytical dimensions help us understand this scenario. The analyzes contained in the following pages demonstrate good adequacy of the data to the theory developed in the thesis. Thus, the estimated Bayesian Poisson models attest not only to the positive effect of the increase in legislative conflict on the issuance of infra-legal normative acts by the Executive branch. As well as the positive effect of these acts, in activating the informational structures of Minas Gerais legislation.
