Resumo
Esta dissertação de monografia realizou um estudo de natureza exploratória na instituição do poder legislativo de Americana/SP, ou seja, a Câmara Municipal através de seus vereadores e aos Conselhos Municipais de Assistência Social, Saúde e de Direitos da Criança e do Adolescente, por meio de seus representantes. O objetivo foi analisar a possibilidade de participação dos Conselhos de Políticas Públicas nas Comissões da Casa Legislativa para a tomada de decisões que afetam a comunidade local. Entendendo sempre que os Conselhos são compostos por integrantes tanto da sociedade civil e do poder público, portanto são instâncias
deliberativas paritárias que focam seus esforços em temas de interesse público. Para isso, foi realizado um estudo de caso, com coleta de dados, através de entrevista acompanhada de questionário estruturado e de um termo de livre consentimento. A pesquisa investigou a existência de participação dos conselhos nas discussões de temas correlatos as políticas públicas nas comissões do poder legislativo local. Os resultados mostram que as Comissões da Câmara vinculam-se de forma muito deficitária a participação dos conselhos municipais e os Conselhos não vêem as Comissões da Câmara como uma possibilidade de regulamentação das questões
ligadas a política pública que representam. As iniciativas de aproximação entre as Comissões da Câmara e os Conselhos de Políticas Públicas encontram-se em fase incipiente, precisando urgentemente ser retomadas.
Abstract
This dissertation is the result of an exploratory study in the institution of the legislature of Americana / SP, i.e. the City Council, through its aldermen and the Municipal Councils of Social Welfare, Health and Rights of Children and Adolescents, through their representatives. The objective was to analyze the possible participation of the Board of Public Policy Committees of the Legislative House in making decisions that affect the local community. Understanding that all councils are composed of members of both civil society and government, they are, therefore, joint deliberative bodies that focus their efforts on issues of public interest.
Hence, a case study with data collection was conducted through a structured questionnaire followed by an interview and a consent form. The research investigated the existence of participation of counsels in discussions of public policies related issues in the committees of the local legislature. The results show that the Committees of the Board are weakly linked to the participation of the municipal councils and the latter will not see the Committees of the Board as a possibility of regulating issues related to the public policy they represent. The attempts to bring close the Committees of the Board and the Board of Public Policy are still in the early
stages and need urgent taking up.
