A construção de uma agenda de participação : a conexão entre o poder legislativo e conselhos municipais em Americana Estado de São Paulo

Abstract

This dissertation is the result of an exploratory study in the institution of the legislature of Americana / SP, i.e. the City Council, through its aldermen and the Municipal Councils of Social Welfare, Health and Rights of Children and Adolescents, through their representatives. The objective was to analyze the possible participation of the Board of Public Policy Committees of the Legislative House in making decisions that affect the local community. Understanding that all councils are composed of members of both civil society and government, they are, therefore, joint deliberative bodies that focus their efforts on issues of public interest. Hence, a case study with data collection was conducted through a structured questionnaire followed by an interview and a consent form. The research investigated the existence of participation of counsels in discussions of public policies related issues in the committees of the local legislature. The results show that the Committees of the Board are weakly linked to the participation of the municipal councils and the latter will not see the Committees of the Board as a possibility of regulating issues related to the public policy they represent. The attempts to bring close the Committees of the Board and the Board of Public Policy are still in the early stages and need urgent taking up.
