A impotência da administração pública

Abstract

The aim of this dissertation is to analyze the scientific knowledge produced by the so-called Field of Publics about the bourgeois state, including one of its most important constituent elements that is the case of Public Administration / Management, as a necessary mediation to the sociometabolism of capital. For this purpose we have set two specific objectives. The first consisted of the analysis of selected works of Karl Marx in order to bring the criticisms of the German author to the impotence [Ohnmacht] of Public Administration and the necessity of overcoming the State in the human emancipation movement. The second was the survey and analysis of the scientific knowledge produced in the Field of Publics, for this we take stock of how the bourgeois State and the Public Administration are treated by the main theoretical references of the field and also from the analysis of the articles published in the Journal of Public Administration and the scientific events: EnEO, EnANPAD and EnAPG. In order to carry out this work we start with the Marxian method and use the Marxian and Marxist theoretical framework. At the end, we conclude that the knowledge produced by the Public Field acts as mediator of the State for the maintenance of the interests of capital, either because it naturalizes the State by not questioning its bourgeois particularity, or by producing a technical knowledge, most of the time, and presented as having scientific value. Thus, we note the need to reveal, given the condition of naturalization, the particularity of the bourgeois state in the production of knowledge
