Abstract

The existent challenges to the regional integration of Mercosul gained new contours since 2006, with the political decision from Argentina, Brazil, Paraguay and Uruguay to open their doors to the articulation process, before exclusive duty of the State, of the social movements and organized civil society. Therefore, the social participation has been consolidated in the Mercosul as a mechanism of oxygenation and elaboration of public policies on the social themes. Leaders from the peasant, small farmers, unions, youth, LGBTT, black, women and other’s movements from these four brothers countries had contributed for the regional integration not be guided, as in its early days, only by trading agenda. The research establishes a retrospective of Brazil in its regional integration experience, on how the international context affects the theme of integration in the last decades, the changes in terms of political context in Latin America, which had move forward, moreover in the South America, where there was a displacement of the neoliberal agenda into a social agenda, since the election of presidents from and with left wing programmes. In this research it was used instruments of data records, such as: simple and participaroty observation in the events of the Social Summit of Mercosul, interviews, bibliographical and documental analysis. It had been demonstrated the creation of Social Summit of Mercosul was an important step which allows the leaders from social movements and organized civil society contribute to the elaboration of public policies regarding social themes in the integration process in the regional block. The networking of organized civil society and social movements and the dialogue happened with government representatives and officers from Mercosul, throughout the participation in the Social Summit of Mercosul, tends to change the previous dynamic of political decisions that were restricted into the circle of State Members officers. The conclusion is that the participation in the Social Summit of Mercosul, despite the need of institutional improvement and strengthening, represents an important move in terms of get effectively involved the organized civil society and social movements in the spaces where public policies are elaborated regarding to the social agenda into the regional integration, building one Mercosul belonging to the people.
