Políticas de acolhimento educacional de imigrantes em Contagem-MG: estudo sobre a formação da agenda política

Abstract

This article deals with the agenda setting of social policies for welcoming migrant students in Contagem, Minas Gerais. Considering the theory of multiple flows and from semi-structured interviews, the study investigated actors and processes that cooperated in the establishment of the Escola sem fronteiras program (School without Borders) as an institutional policy within the municipal department of education of Contagem between 2015 and 2020. The educational data of the migrant population in the city were characterized, with emphasis on students of Haitian origin, as well as identifying the problems, alternatives and the political flow placed in the public arena of the municipality. As results, it was possible to highlight that the demands of schools and the performance of individual and collective actors allowed the entry of the issue of welcoming immigrant students into the governmental agenda. However, the absence of permanent legislation puts at risk the maintenance of the program in less favorable political and corporate contexts, which could prejudice the right to education to all residents of the country, including migrants, a precept provided for in the Brazilian Federal Constitution.
