Gestão pública municipal : o pacto federativo e a política de segurança pública

Abstract

With the backdrop of the debate about the Brazilian federalism, this paper discuss the conformation and activity of the Municipal Guards in the country in terms the public security policy proposed by the Union. The hypothesis that guides this its that the provision security, through the Municipal Guards, is not a uniform action at local levels of government and mainly depends on the will of the local Executive and demands in each municipality. The theoretical framework of this paper discusses federalism, decentralization and public security policy. As a method to achieve this goal, besides the literature, we used secondary data to analyze the dispersion of the Municipal Guards regions of the federation and also by the population, and to characterize and analyze the training received, type of weapon used and the training commander. We conclude that, even with general guidelines proposed by the Union, the role of the Municipal Guard is quite heterogeneous in the country, depending on the initiative of the mayor to institute and proceed with this security policy at the municipal level.
