Com a descoberta das vacinas ocorreu uma queda significativa da incidência das doenças infecciosas, porém é necessário atingir altas coberturas vacinais. No Brasil, desde a revolta da vacina no século passado, muitas discussões se levantaram sobre a estratégia de campanhas de vacinação em massa que valoriza o direito coletivo em detrimento do direito individual. Este estudo analisou as estratégias adotadas para o alcance da cobertura vacinal tanto nas campanhas como nas vacinas de rotina, os recursos investidos nas campanhas e o impacto nas demais ações da Atenção Primária à Saúde, no município de Teófilo Otoni- MG no período de 2005 a 2009. Observa-se que o município não consegue atingir as metas de cobertura vacinal na rotina, alcançando melhores resultados nas campanhas de vacinação. Verificou-se que as campanhas de vacinação em massa são ações descontínuas que desorganizam as ações permanentes na atenção básica, e consomem um montante desnecessário de recursos com vacinação em pessoas devidamente imunizadas. Porém, o município não conseguiu estruturar as unidades de saúde para garantir sucesso na vacinação rotineira, sendo necessário manter a estratégia de campanhas para alcançar índices necessários na cobertura vacinal.
Abstract
With the discovery of vaccines a significant fall of the incidence of the infectious illnesses occurred, however it is necessary to reach high vaccine coverings. In Brazil, since the revolt of the vaccine in the passed century, many quarrels if had raised on the strategy of campaigns of vaccination in mass that values the collective right in detriment of the individual right. This study it in such a way analyzed the strategies adopted for the reach of the vaccine covering in the campaigns as in vaccines of routine, the resources invested in the campaigns and the impact in the too much actions of the Primary Attention to the Health, in the city of Teófilo Otoni-MG in the period of 2005 the 2009. It is observed that the city does not obtain to reach the goals of vaccine covering in the routine, reaching better resulted in the vaccination campaigns. It was verified that the campaigns of vaccination in mass are discontinous actions that disorganize the permanent actions in the basic attention, and consume an unnecessary sum of resources with vaccination in people duly immunized. However, the city did not obtain to structuralize the units of health to guarantee success in the routine vaccination, being necessary to keep the strategy of campaigns to reach necessary indices in the vaccine covering.
