| Abstract: | Este artigo analisa a formulação de políticas de educação em contextos de mobilização e organização de diferentes tipos de fóruns (arenas não eleitorais) com o objetivo de intervir no processo legislativo. A pesquisa sintetizou diferentes abordagens teóricas que orientam análises das políticas públicas e as relacionou com a sociologia da ação pública. Em segundo movimento, aportou empiria para demonstrar como, nos [poucos] períodos onde arenas não eleitorais foram associadas ao funcionamento das instituições clássicas da democracia, ocorreram processos decisórios mais participativos nos legislativos. O estudo concluiu sobre a importância das narrativas de políticas públicas na construção de arenas não eleitorais, de coalizões governamentais e de defesa. |
| Abstract: | This paper analyses policy making of education towards the mobilization and organization of different types of forum (non-electoral arenas); with the intention of intervene at the legislative procedures. The research was synthesized to different theoretical approaches that directed the analyses of public policies and associated them to the public action of sociology. Furthermore, by taking empirical inputs from the revision of the literature in order to demonstrate how, in the [short] periods where nonelectoral arenas were associated to the operative of democracy classic institutions. The study concluded that narratives of education policy to organize non-electoral arenas, government coalitions and advocacy coalitions are important. |
